Sabra has 37 years experience in air traffic management, airspace management, and ATC operations. She began her aviation career as an FAA air traffic controller in Miami, Florida in July 1971. Sabra held various controller, staff, and managerial positions, in both the terminal and en route options, before moving to FAA Headquarters in July 1997. While in Headquarters, Sabra was: Deputy Director, Air Traffic Operations; Deputy Director, Air Traffic Planning and Procedures; Director, Air Traffic Airspace Management; and, Director of System Operations and Safety in the Air Traffic Organization. In her last 7 years as a Senior Executive, she and her staff provided oversight for the day-to-day operation of the air traffic control system and the traffic management system, and identified the operational needs for development and implementation of future ATC systems. As a Director, her focus was on the operational safety and consistency of the air traffic control system, the successful design and implementation of new airspace and navigation concepts into the air traffic control environment, and the management of the nation’s airspace and aeronautical information. After a very successful career, Sabra retired from the FAA in December 2004, and joined The Washington Consulting Group as Vice President Air traffic Management, where she pursued domestic and international opportunities in all aspects of Air Traffic Management and the provision of air traffic services.

In September 2008, Sabra joined her husband, Ron Morgan, as a partner in Morgan Aviation Consulting, a small firm devoted to providing subject matter expertise and strategic support to its clients. Sabra is excited about her future with Morgan Aviation Consulting, and eager to continue her service to the aviation community.
